Autopilot - Allow enabling/disabling autopilot constraints

First up, we've added three shiny new buttons to enable/disable autopilot restrictions. 

  1. Deactivate quality filter: Removing the requirement for vendors to have quality metrics allows autopilot to function without vendors needing prior project experience, simplifying onboarding.

  1. Deactivate rating filter: By removing the need for vendors to have word rate information and disregarding certain pricing factors, autopilot becomes more adaptable to different pricing structures and vendor capabilities.

  1. Deactivate tags filter: Eliminating the requirement for vendors to match project tags streamlines the autopilot process, making it easier and quicker to configure for different projects.
